Banking Ombudsman Scheme, 2006


1. What does the Banking Ombudsman Scheme, 2006 offer?
The Banking Ombudsman Scheme, 2006 enables resolution of complaints of bank customers relating to certain services rendered by banks.
2. Has the Banking Ombudsman Scheme come into effect?
The Scheme has come into force from January 1, 2006.
3. Who is a Banking Ombudsman?
The Banking Ombudsman is person appointed by the Reserve Bank of India to redress customer complaints against certain deficiency in banking services.
4. Does the Banking Ombudsman have any legal power?
The Banking Ombudsman is a quasi judicial authority. It has power to summon both the parties - bank and its customer, to facilitate resolution of complaint through mediation.
5. How many Banking Ombudsmen have been appointed and where are they located?
As on date, 15 Banking Ombudsmen have been appointed with their offices located mostly in the State Capitals. The addresses of the Banking Ombudsman offices have been provided in the RBI website.
6. Which banks are covered under the Banking Ombudsman Scheme, 2006?
All Scheduled Commercial Banks, Regional Rural Banks and Scheduled Primary Co-operative Banks are covered under the Scheme.
7. How is the new Banking Ombudsman Scheme, 2006 different from the Old Banking Ombudsman Scheme, 2002?
The extent and scope of the new Scheme is wider than the earlier Scheme of 2002. The new Scheme also provides for online submission of complaints. The new Scheme additionally provides for the institution of an 'appellate authority' for providing scope for appeal against an award passed by the Ombudsman both by the bank as well as the complainant.

How to make NEFT/RTGS payment

To make NEFT/RTGS payment the following steps may be taken:

1. Log in the UCO eBanking
2. Click on the FUND TRANSFER option
3. Click on the RTGS/NEFT Fund Transfer option
4. Click on Add Beneficiary option and fill all  relevant data of beneficiary
5. Click on Make Payment option. Your beneficiary list will be displayed.
6. Choose the Beneficiary and click on the MAKE Payment option against the details of the beneficiary
One has to provide merely the details of Account No., Amount and to Select the Terms And Conditions options.
7. At last click on the Transfer button. The payment will be done within 4-6 seconds.

Know Your Customer (KYC)

In terms of the provisions of the Prevention of Money Laundering Act, 2002 and directions given by the Reserve Bank of India, all customers of the Bank are required to comply with the Know Your Customer (KYC) guidelines. 

In case of Joint Accounts, Account holders / applicants who are not closely related to each other would be required to establish their identity and address independently by submitting the aforesaid documents.

The following documents may be furnished for proof of identity and verification of address.

Proof of Present Address
Any of the following documents / papers
i)              Telephone Bill*
ii)  Electricity Bill*
i)               Bank Account Statement*
ii)              Ration Card
v) Letter from any recognized            public authority by which Identity and address of customer can be verified (subject to satisfaction of the Bank)
iii)  Letter from a reputed Employer (provided the Bank is satisfied).

*Latest copy of the Bills / Statement.

A. Photograph (S) of the account holders 
B. Any of the following documents with authenticated photographs thereon :
i)                      Passport
ii)                     PAN card
iii)      Voter’s Identity Card
iv)     Driving Licence
v)      Identity Card (subject to the Bank’s satisfaction)
vi)      Letter from a recognized public authority or public servant verifying the identity and residence of the customer to the satisfaction of bank.

Standard Payee and Non-Standard Payee


Standard Payee is a Payee created by the Bank. For example, the Utility Company likes Telecom Companies like AIRTEL, Hutch, Reliance, Tata Teleservices,, Electricity Supply Company Gas Services Co., LIC, etc. In case of Standard Payees, the user may simply select the details from the list provided by Bank.

Non-Standard payee is a payee who is specific payee to the user viz. payment to landlord, payment to any person etc. which the user wants to make either instantly or over a period of time and has got account with any of the CBS branch of UCO Bank.

Registration for a Biller

Register for a biller by providing the bill details.
[The user may register his payee details which can be both a standard and Non-Standard Payee at Payee Setup]
For this Go to Bill Payment ---->> Payee Set up for payment type bills.
For presentment type bills, the customer need to go to Bill Presentment ---à>Payee Set up for registering.

Add a Standard Payee:

A Retail/Corporate user can add a standard payee to his Personal Payee list by clicking on Search on the screen, from a list of standard payees meeting the search criteria. User can click on the payee nickname to select Standard Payee Name to add the payee in his personal payee list.
The user can specify his consumer code (consumer code is the link between the user and the Payee   example, phone no. for the telecom company payee) and add the standard payee in his personal payee list.
On clicking the hyper link, the user can view the payee registration details. Update and Delete facilities is provided on the same screen which is required to be used for adding or deleting any details.

eBill Payment: some important points


1.    Processing of the Bill Payments.
All the payments will be processed and the accounts will be debited on the Scheduled Date.
In case of holiday the account will be debited the next working day.
2.      Presentment type of billers - viewing the bills
The bills for the presentment type of biller can be viewed from the next billing cycle from the date of your registration.
3.     Finding the name of registered biller in Make a Payment option.
Billers of presentment types would not be found in the Make a Payment option. Such billers can be seen in Bills Payment - Payee Set up
4.      Changing the scheduled date of payments once scheduled. The user can change the schedule date.
STEP I: Select the bill for which the scheduled date is to be changed by going to either Bill Payment/Bill Present Option.
STEP II: Click on Edit or View there. User can change the scheduled date and click on Update
5.      Cancelling scheduled payment.
The user can stop a scheduled payment for bills in pending status by following the below given steps:
STEP I: Click on the bill which has its status as pending
STEP II: Click on check box delete the payment and update.
6.     Deleting a biller registered earlier.
Payment Type:  The user can go to Bills Payment - Payee Set up and select the Biller and click at the check box delete this Personal Payee from personal list and then Update.
Presentment Type: 
Case I - If the status is Waiting for acceptance then the user has to accept the bill and when the status changes to Pending then delete the bill.
Case II: If the bill has its status as Defaulted then the user cannot delete the biller till the expiry period mentioned for that biller. Once the expiry period is over he can delete the biller in the same manner as that of payment type.
7. Viewing the status of paymentsFor viewing the status of payments made, the user can go to Bill Payment or Bill Presentment as the case may be and click at View Pending Payments option and view the payments. The number of payments with status as Pending can be seen on the Bill Pay home page itself.
8.      Receipt for payments made and checking of the payment status
For knowing whether a bill has been paid or not and getting a receipt for the payment made, steps are:
Steps: Go Bill Payment/Bill Presentment option - View Payments made - Change the payment status to Success and click at Retrieve.
The user will get the list of successful Payments.
On this page, when clicked on the Payee Name hyperlink, the Payment Details screen opens up. This screen has the button for getting the cyber receipt. On clicking this button, the user will get the options to Save/Print/Mail the chosen receipt.
9.      Bill in paper form
Depending on the biller arrangement, the user may continue to get his bill in paper form.
10.     Adhoc Payment
In case the user does not desire the payee to be included as a personal payee, he may select the Adhoc Payment option by providing the Payee Account no. and the select payee branch of the Bank from the drop down box and make payment in the same way as in the case of normal payment.

Different biller categories


Payment Mode Billers: For these billers the customer can make the payments immediately after registering for them. The bills for these billers are not presented online and the customer can choose to pay any amount as desired by him.
Presentment Mode Billers: For these billers, the bills are presented on www.ucobank.com and the customer can login and view his bill online. Once opted for a presentment mode biller, customer details are sent to the biller and whenever his bill is generated (which would be the next billing cycle from the registration date), it is presented on www.ucobank.com for the customer to make the payment.
Payments to such billers cannot be made immediately after registering for them; it usually takes 3-4 weeks after the date of registration for the bill(s) to be presented online.
There are still certain type of Billers namely, Railway Booking, Airline Booking, Payment to Shopping Malls etc. for which the customer need to go to their website and make payment to them by debit of his account instantly.

Payment of Income Tax through Debit Cards
